The highlights of the Saturday meeting promise to be the two panel discussions.
The first panel will address the subject of Mandatory Live Jacket Wear. The U. S. Army Corps of Engineers is responsible not only for our locks, but also regulates approximately 80% of inland lakes and waterways. Its Operations Center for Water Safety will end its three year test of mandatory life jacket wear at several selected lakes in the Fall of 2011. By the Spring of 2012, I anticipate that the Corps will publish its decision based on its test results. It is my opinion that the Corps will mandate life jacket wear on its waters.
The Panelists are expected to be either Ms. Linda Nutt, Manager, National Water Safety Program, USACE, or Ms. Rachel Garren, Ass’t. Manager, National Water Safety Program, USACE; Ms. Cindy Squires, Esq., Chief Counsel, NMMA; Ms. Margaret Podlich, V. P., Government Affairs, BoatUS; and Mr. Jeffrey H. Hoedt, Chief, Boating Safety Division, USCG.
The second panel will examine what impact the E-15 Ethanol Blended Fuels will have on the recreational boating community. The panelists are expected to examine the potential problems of E-15 Mid-Level Blended Fuels in the marine environment and the adequacy of the proposed EPA Safeguards.
